The Directorate of State Security, Intelligence, and Security Agency (Baintelkam) of the Indonesian National Police Headquarters, in collaboration with the Explosives Transportation Services Association, hosted a hearing session to gather input on the proposed revision of Chief of Police Regulation (Perkap) Number 17 of 2017. This regulation pertains to the licensing, security, supervision, and control of explosives.

The purpose of the session was to align regulations with the evolving needs of the industry and the statutory requirements of relevant agencies and institutions. The event was opened by Brigadier General Yuyun Yudhantara, S.I.K., M.Si., from the Baintelkam, and it attracted approximately 450 participants from various sectors, including end users, manufacturers, importers, and businesses involved in explosives and fireworks.

In his opening remarks, Brigadier General Yudhantara emphasized the Working Group for the Regulation Revision’s commitment to providing ample opportunity for business actors and stakeholders to submit their suggestions and input. This approach aims to ensure the regulation is more adaptive, current, and facilitates licensing while maintaining essential security, supervision, and control measures for explosives.

The four-hour discussion featured speakers from the Directorate of Engineering and Environment of Minerals and Coal, as well as the Directorate of Engineering and Environment of Oil and Gas from the Ministry of Energy and Mineral Resources. Strategic issues discussed included the explosives return mechanism, adjustments to licensing clauses, and enhancements to inter-agency coordination.

One active participant, Muty S. Desrini, Head of Marketing & Operations for the Oil & Gas Sector at PT Dahana, initiated a discussion about changes and additions to the explosives return clause—a topic that garnered significant attention from attendees.

The session was moderated by First Police Inspector Adjunct Juli Purbowo from the National Police Headquarters’ State Security Directorate, fostering an interactive and constructive dialogue. The event concluded at 5:00pm Central Indonesian Time, with valuable input collected to guide the regulatory refinement process.

Looking ahead, the National Police’s National Intelligence Agency plans to hold follow-up meetings, including Focus Group Discussions, to finalize the revised Regulation. This process will involve PT Dahana and other stakeholders, with a target completion date set for August 2026.
